Profit After Tax Of Central Enterprises


According to the China Securities Journal, from 2011 onwards,

The notice issued by the Ministry of Finance on the improvement of the central state owned capital operation budget issued by the Ministry of finance requires that the proportion of state-owned capital gains from central enterprises be appropriately raised from 2011.

The proportion of specific receipts can be divided into four categories: the first category is 15% of enterprises' after tax profits; the second is 10% of enterprises' after tax profits; the third category is 5% of enterprises' after tax profits; fourth is exempt from state capital gains.

The newly incorporated enterprises will pay dividends according to the third criteria.


In 2007, the Ministry of Finance announced that the central enterprises should pay dividends in three categories: the first category is the resource type enterprises such as tobacco, petroleum, petrochemical, electric power, telecommunications, coal and so on. The ratio of turnover is 10%, and the second category is general competitive enterprises such as steel, pportation, electronics, trade and construction. The proportion of the above mentioned enterprises is 5%, and the third category is the military enterprises and the pformed research institutes.


Recently, the Ministry of finance has increased the number of enterprises included in the budget implementation scope in addition to explicitly raising the profit after tax profits of central enterprises.

Since 2011, the Ministry of education, the China Council for the promotion of international trade and the State Administration of radio, film and television are directly under the Film Group Corp of China, the Ministry of culture directly under the China Eastern Performing Arts Group Corporation, the China Cultural Media Group Corporation, the China Animation group company, the Heilongjiang the Great Northern Wilderness the Great Northern Wilderness agricultural reclamation group company directly under the Ministry of agriculture, the agricultural reclamation group company of China, and the China Publishing Group Corporation and the China foreign culture group company incorporated into the central state-owned capital operation budget implementation scope.


According to media reports, the budget of state-owned capital in 2011 will be compiled in mid November, and will be compiled in accordance with the new scope and proportion.

At present, how many dividends the new scheme can increase has not yet been forecasted. The officials of the Ministry of Finance said that the 5 ministries and enterprises were mostly small in scale, and the profits were not good, and the dividends might be only a few hundred million or even less.


Huang Shuhe, deputy director of the SASAC, revealed on December 28th that the central enterprises achieved more than 1 trillion yuan in profits this year, reaching the highest level in history.

This performance increased by 25.3% compared with the 797 billion 720 million yuan profit of central enterprises in 2009.
