< p > May 10, 2005, the Ministry of Commerce issued the Announcement No. twenty-third of the year, and decided to levy anti-dumping duty on imported neoprene imported from Japan, the United States and the European Union since May 10, 2005.

In August 24, 2010, the Ministry of Commerce issued the Announcement No. forty-ninth of the year, making a mid-term review of the anti-dumping measures applicable to imported chloroprene rubber originating in Japan, and adjusting the anti-dumping duty rate applicable to it.

In May 9, 2011, the Ministry of Commerce issued the Announcement No. twenty-first of the year, making final review of the anti-dumping measures applicable to imported chloroprene rubber originating in Japan, the United States and the European Union, and decided to implement anti-dumping measures against imported chloroprene rubber originating in Japan, the United States and the European Union from May 10, 2011 to 2005 according to the Announcement No. twenty-third of the Ministry of Commerce and 2010 forty-ninth, and the implementation period shall be 5 years.

< p > June 8, 2012, Chongqing Changshou Chemical Industry Co., Ltd. and Shanxi synthetic rubber Refco Group Ltd, representing mainland China's chloroprene rubber industry, submitted an application to the Ministry of Commerce. It advocated that the dumping rate of DENKIKAGAKU KOGYO KABUSHIKI KAISHA to neoprene rubber exports to the mainland of China increased, exceeding the anti-dumping duty rate currently applied by the company.

< p > the Ministry of Commerce has conducted an examination of the application according to law and considers that it is in line with the conditions for filing the case.

In accordance with the provisions of the People's Republic of China anti dumping regulations and the Interim Regulations of the Ministry of Commerce on the interim review of dumping and dumping margin, in August 8, 2012, the Ministry of Commerce issued a notice on filing the case, and decided to make an interim review of the dumping and dumping margin applicable to the anti-dumping measures applicable to imported chloroprene rubber originating from Japan's electrochemical Chemical Industry Co., Ltd.

The scope of this review is applicable to the normal value, export price and dumping margin of imported neoprene products originating from the Japanese company.

The investigated product was the same as the original anti-dumping investigation, that is, neoprene.

The product is classified in the tariff code of import and export tariff of People's Republic of China: 40024910 other primary forms of chloroprene rubber, 40024990 unnamed chloroprene rubber.

The Ministry of Commerce has proposed a proposal to amend the anti-dumping duty to the Customs Tariff Commission of the State Council. The Customs Tariff Commission of the State Council has decided that the anti-dumping duty rate applicable to imported chloroprene rubber from Japan's electrochemical Chemical Industry Corporation shall be adjusted to 20.8% since July 26, 2013.

< p > < strong > three, the method of levying anti-dumping duty is < /strong > /p >


< p > since July 26, 2013, importers should pay the corresponding anti-dumping duty to People's Republic of China customs when importing neoprene originating in DENKI KAGAKU KOGYO KABUSHIKI KAISHA.

The anti-dumping duty is calculated according to the customs value approved by the customs value. The formula is: anti-dumping duty = customs duty paid price * anti-dumping duty rate.

The value added tax of import is assessed by customs value approved customs value plus customs duties and anti-dumping duties.
